Garbage & Recycling
The City of Oldsmar utilizes Coastal Waste & Recycling for Residential Solid Waste, Residential Recycling Services and Commercial Solid Waste.
Payments
Customers can make bill payments online. Customers may also sign up for automatic payments using a bank account, contact Utility Billing. To receive a bill electronically, or for more information, please visit the FAQ or contact the City's Utility Billing Office at 813-855-5257.

Pickup Frequency
Pickup is 2 times a week.
Collection Requirements
The City will collect residential garbage 2 times per week.
All household garbage and trash shall be drained of liquid, bagged, and sealed airtight prior to placement in residential automated garbage carts to prevent litter, odors, and vermin. Carts and containers shall be filled to allow lids to fully close and shall not be overloaded.
Only household garbage and small amounts of loose yard waste shall be placed in automated residential garbage carts and not exceed 50 pounds in weight.
Residential Curbside Customers
- No more than 2 cubic yards will be collected per pick-up. This includes cart contents, bulk items and yard debris.
- No items considered excluded waste by the Franchise Agreement shall be collected, including but not limited to:
- Construction debris
- Toilets
- Car parts
- Tires
Front Load Dumpsters
All items must fit inside the container and the lid must close.
- No items considered excluded waste by the Franchise Agreement shall be placed inside the dumpster, including but not limited to:
- Construction debris
- Toilets
- Car Parts
- Large appliances
- Tires
- For larger items and excluded waste the customer can:
- Haul item(s) to the Pinellas County Solid Waste Facility
- Request a separate roll-off dumpster (deposits and roll-off collection fees apply)
- Contact an outside vendor to haul items to the Pinellas County Solid Waste Facility (no outside roll-offs are allowed per the Franchise Agreement)
- For an extra pick-up contact Orion/Coastal directly at (727) 531-0360 to schedule.
Set-Out Time
Place your collection containers at the curb before 7:00 A.M. on your scheduled pickup day and make sure that they are:
- Placed within 2 feet of the curb or edge of pavement with the handle facing away from the pavement.
- Placed at least 3 feet away from any other object, including but not limited to other carts, bulk waste, trees, mailboxes, parked cars, or utility lines.
- If cart is blocked or placed in an unsafe location, a notice tag will be placed on the cart.
Cart shall be relocated after collection to a point inside, at the side, or the rear of the structures of residence no later than 7:00 P.M. the day of collections.
Common Reasons for Non-Collections
- Set-out occurred after 7:00 A.M.
- Items were hidden, and the driver did not see them (i.e. blocked from view by a parked car)
- Cart placed within 3 feet of another object
- Incorrect or overflowing container
- Some items placed in cart are not accepted by the City’s waste/recycling program
If none of these apply and by 5:00 P.M. collection has still not occurred, contact us.
Collection Requirements
The City of Oldsmar is proud to have been the first city in Pinellas County to offer single-stream recycling. Single-stream recycling allows residents to combine all recyclable materials into one single cart for collection instead of having to sort.
Coastal Waste & Recycling will collect residential recycling once a week.
Set-Out Time
Please have yard waste at the curb by 7:00 A.M. on your pickup day.

Materials Accepted
Plastic
- Only bottles and jugs
- Rinse thoroughly
- Remove lids and throw in trash (if smaller than palm of your hand)
Glass Bottles and Jars
Remove lids and rinse; recycle metal lids and discarded plastic ones.
Metal
- All food and beverage cans – please rinse
- Clean metal paint cans; recycle lid separately
Paper Cartons
- Juice/soup boxes (remove and discard straw)
- Milk/juice cartons
- Spiral cardboard cans (frozen juice cans, paper potato chip cans, etc.)
Paper and Cardboard
- Clean and dry with no food residue
- Box-board boxes (cereal, shoes, etc.) – remove and discard plastic windows and non-paper inserts. Please flatten.
- Corrugated cardboard – flatten and tie in bundles no larger than 36” x 36” x 12”.
- No shredded paper
Collection Requirements
Yard waste shall mean grass, leaves, and brush (i.e. small branches, twigs, palm fronds) from general yard maintenance, this does not include materials from tree removal, land clearing or home renovation projects.
Yard waste shall be placed in the garbage cart, in a personal garbage can, bagged or bundled within 2 feet of the curb or edge of pavement and at least 3 feet away from any other object.
The City will collect up to, and no more than 2 total cubic yards or manageable yard waste per week. 2 cubic yards is 4' high by 3.5' wide by 4' long.

Pickup is weekly.
Max Count
Up to, and no more than 2 total cubic yards of manageable yard waste shall be placed at the curb on a single pickup service day. Scattered yard waste will not be collected.
Materials Accepted
- Leaves, plant trimmings, cut flowers, weeds, etc.
- Pruning, brush and small branches up to 6 inches in diameter and 4 feet long
- Grass clippings (have you considered Grasscycling?)
Materials Not Accepted
- Tree stumps and branches larger than 2 inches in diameter
- Rocks, dirt, soil
- Any non-organic item (i.e. plastic flower pots and name sticks)
- Driveway sweepings
- Lumber
- Food waste
- Garbage
Common Reasons for Non-Collections

- Material is construction or demolition debris and exceeds allowance to be considered minor amounts of household remodeling waste
- Exceeds limit of 2 cubic yards per week
- Too heavy for collection
- Brush material exceeds 4 feet in length or 6 inches in diameter
- Yard waste is not bundled, neatly stacked or placed in a yard waste container
- Item(s) not accepted for curbside pick-up
If none of these apply and by 5:00 P.M. collection has still not occurred, contact us.
